ATTACKS ON COMMUNITY SAFETY - new anti halconeo in Tamaulipas DECREE No. LXI-26 WHICH ADDED BY CHAPTER V OF THE TITLE II, BOOK SECOND, AND ARTICLES 171 quater and 188 A PENAL CODE FOR THE STATE OF TAMAULIPAS, AND REFORM THE FOURTH PARAGRAPH OF ARTICLE 109 CODE DE PROCEDIMIENTOSPENALES TAMAULIPAS.ARTÍCULO FOR THE STATE OF ONE: Adds Chapter V of Title Two of Book Two, and artículos171 c and 188 bis of the Penal Code for the State of Tamaulipas, to read as follows

ATTACKS CHAPTER V THE COMMUNITY SAFETY
c .- 171 Commits an offense against the safety of the community and impose a sentence of six to
fifteen years in prison and a fine of two to four days of pay, without cause
who incurs two or more of the following cases:
I .- Possess or carry in his person in the vehicle in which he is or relates to it, or
where you capture one or more instruments that can be used to attack and not
would justify his being used in work or recreational activities;
II .- Possess or carry in his person, in the vehicle in which he is or relates to this, as
home or in the place where he was captured, one or more appliances or equipment
communication of any kind, which have been contracted with proper documentation and true, when you have regarding
Article 188 Bis, or false, or third parties without your knowledge, or used without their authorization or
by its origin, the authority it is impossible to know the real identity of the user of the equipment or communication equipment
;
III .- Possess or carry in his person, in which the vehicle is or associate him with it, as
home or where you capture one or more computers or devices that allow the intervention,
listening or transmitting data over communications channels
official or private communications;
IV .- Possess or carry in his person in the vehicle in which he is or relates to this, as
home or in the place where he was captured, one or more altered or false identification;
V. - Possess or carry in his person in the vehicle in which he is or relates to this, as
home or where you capture one or more of the following items: clothing,
insignia, badges, equipment or decorations for police or military institutions
any kind or to simulate the appearance of those used by them, without authorization it;
VI .- Possess or carry in his person in the vehicle that is or was in any way relates
with it, at home or at the place where you capture one or more letters or messages
produced by any means as they relate to groups or criminal activities, and
VII .- Possess or carry in the vehicle in which he is or relates to it, at home or the place where he
capture, one or more accessories or objects used in official vehicles

match appearance of official vehicles. The same penalty will be imposed on all participants
when two or more persons acting in two or more of the events described in
this article, if it is not possible to determine who owns these objects.
The penalties referred to in this Article, shall be raised up to one half of which
appropriate for the crime committed, when used for committing one or more minors;
or when the controller is a server age or has had such character within the five years preceding the commission
of criminal behavior. Bis
ARTICLE 188 .- will be imposed penalty of four to ten years imprisonment and a fine of two to four days' salary
, who stalk, monitor, alert, report, or make spying on the activities,
operational location or, in general, for performing the work force elements
military or public security institutions or persecution and punishment of crime.
The penalties referred to above shall be increased by half over when:
a) The crime is committed by public servants or former public officials of the armed forces of public security institutions
or prosecution and punishment of crime, in which case it will impose further
removal from office or commission and disqualification to hold one up to ten years, or
b) The use of children, adolescents or those without the ability to understand the meaning
the fact to commit the crime
